If he says he likes you, be gracious and act flattered but tell him honestly that you don't feel the same way and you're sorry but consider him a good friend nonetheless.

Be there to listen to him; whether it's what you want to hear or not. He's going to tell you eventually, so why not let him do it now & get it over with?
If you don't like him, don't be scared to tell him. His feelings will come into mind, yes, but don't let that revolve around everything. If you don't feel the same way about your friend as he does you, then you need to tell him & be completely honest. Don't be rude, just say that you appreciate the fact he likes you, and it's really sweet, but you don't see him in that way & you don't wanna ruin the friendship or lead him on. Not only are you being honest, but you're not crushing him either. His feelings might be hurt, but at least you'll know he'll get over it eventually.
