First, don't use soap. Use shaving cream...and it's best to use a shaving cream that is meant for the pubic area.
Also, make sure you soak the area to soften the hairs before shaving. After you shave, put some baby oil or UNSCENTED lotion on the area. Allow that to dry before dressing.

Walk. Work yourself up to a jog. Do that for a while & then work yourself up to a run. Pace yourself so you don't get tired easily & try to quit. If you have asthma, bring your inhaler & a drink. Riding your bike helps with this too. Swimming also helps as well as lunges do. If you know how to roller blade or skateboard, that can also help if you're working on abs as well. With all the tricks you do in skateboarding & roller blading, they help to get abs.
To prevent razor bumps:
Your razor is probably dull, or you've been using it a lot. I usually use my razor about 10 times & then I throw it out because it doesn't work anymore. If you don't wanna use it more than once, then don't. Use a new razor everytime if that's tickles your fancy. Make sure to use lots of shaving cream. After you've used shaving cream, use the soap you use to wash yourself as a cream & then shave again to get extra softness & spots you might've missed. If you want, you can go over it a third time with your body wash. After you're done with your shower or bath, use lotion & moisturizers to make it extra soft.
