Swimming laps is a great way to get in shape. It also might help with getting your arms in shape, since you use your arms to swim. An hour a day is the reccommended amount of cardio exercise, and you're going to be doing an hour of swimming, so that's good.

For your arms, you could also try lifting weights too. (Or if you don't have weights, lifting heavy objects works just as well.)As for your hips, you could try doing squats or side twists. Though, cardio exercise (swimming, running, biking, etc.) will probably be the best way to shape up your hips.

I'm not exactly sure how much weight you could lose in 3 weeks. You can't lose a whole lot in such a short period of time, but then again, I don't think weight matters. I'd rather just look in the mirror to see how my body looks, instead of looking at the scale. Keep in mind that muscle weighs more than fat, and if you want to build muscle in your arms, you could technically gain a pound or two from the muscle. (which isn't bad at all.) Even if you don't lose a ton of weight, you will probably notice some changes in the way you look and it will definitely make you feel better. Exercising for 3 weeks will do something for your body, but if you need to lose a lot of weight, that takes time.

You're on the right track, just stay motivated to exercise. Think about that reason why you want to lose weight and remind yourself about it if you ever feel like giving up. If some days, you feel like working out is hopeless, you have to push yourself to work out at least 30 minutes. Usually, once you get started working out, you won't want to stop. Working out actually increases a chemical in your body that helps you to feel happy.

And lastly, don't forget about an eating plan. There is no need for a diet because now that you're exercising, you need a lot of food to provide you with energy. Just try to cut back (but not completely) on junk food like candy, cookies, chips. You can still have a little junk food every day, but fruits, vegetables, grains, and lean meats are low calorie and will provide you with the energy you need to work out.

Good Luck. You can do it.
