[nothing graphic::my mom and sister were in the room] but later when he was texting me, he told me he still kind of liked me. but i don't know what to do about him. he said that nothing was going to change between us but i don't know. please help me.

Well, do you still like him? And think about why the two of you broke up in the first place. If he's a guy who's true to whatever he says and you still like him and the reason you two broke up in the first palce isn't something really bad, then go for it.
But mainly, if you don't know if you want to or should, wait it out a bit longer util you knwo for sure on what you want to do.

If you don't like him anymore, then tell him that. Tell him you don't feel the same way anymore, and you don't wanna be bothered with it. If you do like him, then try going out again.

hey, well he probably just said that nothing was going to change because he thought that you didnt want it to, that you didnt like him, or he didnt want to ruin the friendship. do you like him back? if you do, dont jump into things right away. keep the flirting up. if all goes well, maybe think about starting a relationship. its always good to go through the just friends and flirting stage before actually getting involved in a relationship with someone. exes sometimes dont work out again tho, so dont get too upset if things dont. good luck.
