You can download mame from it's web site at mame.net but games are not as easy to get hold of as a lot are still under copyright protection.
The best thing to do is to perform a search for mame roms and see what you can come up with. I know there's a good number of sites out there that make mame roms available for downloading (some charge a small fee and others are free) of games that their perspective copyright holders have given permission to be freely distributed.

I googled it and it is a GUI wrapper. You can download it for free anywhere. Google it.
