In most cases, it's just a matter of your bird getting used to it. They might explore and eventually want to use the cuttle bone or seed stick. To make it easier for your parakeet to get the hint, try placing the seed stick near the perch, or wherever your bird spends most of its time. A lot of times it just takes patience with your bird...once it starts exploring, it'll get the hint and start enjoying the treats you've left in the cage. I have a cockatiel, but I just put the treat and cuttle bone near where he spends 90% of his time. He pretty much got the hint. Those millet seed sticks are like chocolate for birds, so I'm sure he will like it.
Just put it where he spends a lot of his time, or hang it in the middle of his cage.
