A water-based lubricant is great for masturbation, and any sex act for that matter. There are also silicone based lubricants out there, but they stay on your skin until scrubbed off, so i recommend water based. ID has a great kind out there called Pleasure, but any water based lubricant will work just find. Just stay away from KY if you can: it was originally created for medical exams, not for sexual acts.

You will be glad if you talk to a doctor about that, trust me - you don't have to mention your dryness, although she may ask and it may help her make a diagnosis. The period is kind of like a natural measure of fertility, and unless you're very young getting it twice a month may mean you're sick. There are many free, confidential clinics that you can go to for these things.
Also, when you get your period that has nothing to do with the wetness of being turned on. Places like Rite-Aid sell lubricants (sounds gross, I know - it's just oily stuff, absolutely nontoxic) precisely for the purpose of helping you out if you're too dry.
