Yes this is possible. There are, however, a lot of way you can do this and it all depends on the phone you are using, and what your PC setup is like. If you don't have the hardware then there are websites where you can upload a picture who then send it to your cell phone so you can save it and then use it as your background and such.

Some of the options you have available are as follows:

I.R. TRANSFER
This is done by using an I.R. transmitter which is plugged into your USB port (unless it's built into your PC). The picture is sent via infra-red to your cell phone (which also must have I.R. capability to recieve the image).

BLUETOOTH TRANSFER
Again this can be done if you have a bluetooth adapter attached to your PC and you have bluetooth capability on your cell phone. Once both units are powered on you can transfer the picture from the PC to your cell phone.

PHONE CABLE
If your cell phone came with a USB cable then provided you have the software installed on the PC you should be able to use the cable to transfer the picture to your cell phone.

MEMORY EXPANSION CARD
Multimedia cell phones have a memory expansion slot and a memory card. Most modern laptops and PC's include a universal memory card reader (or one can be purchased cheaply as an add on). This allows you to simply move your pictures to an from your cell phone easily by copying the picture/s to your memory card then inserting it into the cell phone.

NETWORK TRANSFER
Some networds (at least here in the UK) allow you to go to their own web site where you are able to upload a picture to their server and they forward it to your cell phone.

OTHER WEBSITE TRANSFER
And last but not least there is using a 3rd party web site to do the same as I mentioned in the above example. It might be very hard to find a web site that will offer this service and I have yet to come across any that offer it for the USA but bare in mind that I am in the UK so I have not really been on the look out for a web site that will send pictures to a US based cell phone from my PC.

Hope that was some help.

Actually, it is. If you have verizon then you can send the picture right to your phone! The email address would be (your number)@vzwpix.com you would just make the email to that, attach the picture and send it. I'm really not sure about other cellphone services =/ sorry! You could try going to the site to check it out. Hope I helped!!
