It is possible, I have had friends get pimples on their arms and legs, and I have gotten some on my legs. So if it looks like a pimple it probably is.

You can get pimpols pretty much anywhere. It could be razor burn though, but I'm not sure. I had some on my leg that had a whiteish looking thing. So I don't know.
