I have a program called "IrFanView" it works very well, and you can download it off the internet. And it dosent make things blury

Take it to a police station and they would be able to like depixellate it, my friend was playing a prank on me and i went to the police station and i askd them to depixellate it. and they did it.
Try it.

try copying and pasting the picture onto a paint document
the bigger you make it, the more pixelly it will get, but you might be able to tell who it is
