If you go out with her then just talk to her about it but if she feels pressured into it or nervous you should be willing to wait until shes comfortable. 1. You should kiss her. It's hard for a girl to put themselves out there like that, and they don't want a guy that won't be able to show them how they feel. She'll want a guy who can kiss her.
2. If you absolutely must have her go first, then make it really clear that you want her to. Be overly flirty, touch her arms, smile at her a lot. (Not toooo much that could get a tiny bit creepy.) But try and get her to know that you want her to. Then, set up a good opportunity. Be like, "hey, i want to go grab a drink, come with me?" or something. get you two alone, and make sure she knows you want to. Hold her hands, or hug her.

It's just not likely to happen unless you two are involved in a relationship. And if you are dating, then you should kiss her first.. she's actually probably waiting for it! So the sooner the better! =]
