You have to go on your phone though.
You can go online but just to browse what they have, I'm pretty sure you can only go on your phone to actually get them but try online anyway if you dont have web on your phone.
Also, it depends on what company you have. A lot of them are listed but when you go on it'll tell you which companies can get them.

Also, you have to go to the external web when you scroll down after clicking ringtones. They also have free backgrounds and games. But after you click that you have to go to the external web and click it because that is where the stuff is free!
