The town with all of the mannequins was a test town. They had these test towns set up in a way that people live, such as the kid on the swing. They wanted to see how the bombing would effect a civilized area- what gets destroyed, what gets burnt, what gets poisoned by contaminates such as radiation, and any other damage that can be caused to the population by such bombing.
In the movie, they made all of the people move from the town so they could make it into a test town. The people that lived there were all mutated because they refused to leave, and were exposed to contaminates.
Yes, our government used to do these tests. I want to say this happened in the 1950's, maybe 1960's. They made people move from their homes and made test towns.
What makes the movie so scary is that people like them could exist- it isn't impossible, unlike movie characters like Freddy Kruger. Not saying that people like that DO exist, but it isn't impossible. [ Brandi_S's advice column | Ask Brandi_S A Question ]
