im a 130 pounds and im 5"6' and im 15 years old but im also all legs, my hips start about about less than a hand away from my boob. do i weigh too much?

I don't think you do at all. To be honest, I wish I weighed what you weigh. You're decently tall, (for your age), and you're 130. You have a normal BMI (body mass index). If you're insecure about the way you look, start doing something to change that. It's always healthy to exercise. Try jogging/walking. And, you're not the only one. I've struggled with a fluctuating weight ever since I was about 10. So, I think you're perfectly fine, but, like most people say, if you're not happy with the way you look, do something to change that.
