There are a couple of ways to get that beachy look: but, both of them involve scrunching your hair. First, wet your hair, then apply Garnier Fruitic Surf Wax (its in a little pot) and scrunch your hair with that and twist your hair around your fingers for that beached look.

The other way is to wet your hair, and spritz a mixture of sea salt and water into your hair, .. hints the beachy look there too.

In that picture, the way Jessica's hair is done is by a curling iron. Just section off your hair, and curl each piece at a time. When you're done, gently shake your head to loosen up the curls then apply hairspray.

Also, Mary-Kate and Ashley make a spiral curling iron which is great for getting that beached up look.

Good Luck<3

Have you tried two braids, with dry hair and a nice glob of mousse or scrunching gel? I know you didn't want that, but maybe a different technique would help.

Try blowdrying individual sections with a diffuser, and sectioning with some shine serum.

Also, try using a wide-barrel curling iron on relatively large chunks of hair and combing through gently with your fingers. This would work espeically well to make your hair look similar to the second picture.
