if your really skinny then you probbably will be flat, breasts are fat that's why fat ppeople have it in bigger proportions

some people's breats are bigger than others because of their backround, or size, or the obvious one- they havent reach puberty yet. Dont worry, im sure you'll get breats eventually...

Oh my god what a funny question LOL
Well some get it from genes, and some are because of different race. One you already might know might be surgery. And when you're pregnet your breasts will get bigger and might stay that way after (like how you might stay fat after you have a baby even though you were skinney before).
Don't worry, I'm flat chested too! =) Be proud! It's less pain when someone accidently throws a ball at that place during gym time.
