To me, being all over someone is maybe like, clinging yourself to them and flirting heavily and just like, not giving them their space, basically and are, as the terms but, all over them. Maybe grabbing and such too, because whenever two people are all over eachother they're making out and grabbing eachother and everything, so like I said, there's different ways to view it.
Hooking up ( to me ) is like, making out, or more than that & sex. To some, hooking up could be jsut a heavy make out session where you grab eachother.

Being all over someone could be that they're literally all over someone (touching body parts) or it could also mean that they're like head over heels for that someone.

hooking up is making out with someone, and all over someone could be kissing/touching/fondling or lying on top of eachother.
