The program itself is not illegal. It is a file sharing tool, and file sharing as such is not illegal.
What is illegal is the downloading and/or sharing of material that is protected by copyright (eg music, movies etc). It doesnt really matter how you do it, it just happens that limewire is one of the most popular tools for breaking the law in this way.
So, limewire is always legal, however you may be using it in a way that is not. A little like using a hammer (a perfectly legal tool) to hit someone over the head.
