what to do if a boy has a girlfriend but flirts with you and your ex-friend??

Ignore him. If you have to, remind him he has a girlfriend. Just be as clear as possible that you are NOT INTERESTED.
Remember, if he's willing to cheat on his girlfriend, even if he dumps her, he'll cheat on the next one.
