Well, I'm guessing your still young, but I'm not sure since you didn't state your age. Anyways, when your sister teases you about your chest, ask her why she's looking at it. Seriously, like, why the hell would she look at your chest just to tease you.
Tell her your chest is none of her concern, and if she has to pick on you because you're flat, tell her there are things she lacks that you've got. But anyways, don't worry about it. You'll grow more & your chest will eventually develop.
