Toulouse LeTrec was a famous artist who did paintings of the Moulin Rouge which was and is, an actual building in Paris, France. The movie Moulin Rouge was inspired by his paintings. Certain concepts or characters, such as the Master of Ceremonies and the can-can girls were suggested by his paintings, but the plot and character development are fictional. ]
It is fictional. However, there was a Toulouse LeTrec, and he was very short. He lost his legs due to illness, if I remember correctly.
Of course, there were can-can dancers and prostitutes, but there is no real historical connection to the story itself.
