Well first of all there is this guy I like at school. He doesn't even notice me. I talk to him sometimes, but when I start to become friends with him then I want to be more than friends then everything goes out the drain. He is 5 lockers away from me and when I turn to look he was already looking at me and then he turns his head real quickly. All I want is to go out with him and it never seems to happen. I have liked him for 3 years now. (13/f)please please help me to find a way to go out with him or help me to have a relationship with him.

That is a sign that he could like you. And if you talk to him, then of course he notices you.
Try and just be his friend for now. Don't make any sudden moves, just concentrate on being his friend. When he gets to know a little more about you and talks to you more, then he could decide that he likes you. But you have to give him time.
After you've been friends for a while, then it would be fine to flirt with him and all that fun stuff... if he flirts with you back, or acknowledges it, then you can keep going with it.
If you've gone this far, and flirted with him for a while, but he doesn't seem too interested... then i suggest that you move on.
You want a guy who likes you for who you are, so don't ever act like someone you're not. i promise you that someday you will find that special someone.
