i heard like 84% of guys wait for girls to make a move. If you guys are both waiting for each other you'll never go anywhere. Please tell me if this is good advice.

Make the move. He says he wants to do stuff and then he doesn't, he's just got alot talk. but maybe he thinks that you don't want to. Show him that you want to too. Make him feel like he was stupid to wait and he'll know next time that he needs to step up and make the move so you won't have to. But make sure he doesn't just assume "well last time she made the move on me so this time she will too".. although he probably wouldn't think that.

Maybe he's just nervous.

You're still really young (and I'm assuming your boyfriend is the same age or close to the same age).

He's probably never done anything before and he's nervous.

If you're really impatient, go ahead and make the move - I'm sure, if he's ready for that, he'll appreciate it.
