On a cingular plan does incoming text messages charge you 10 cents every time you open it or only when you send one out?

every outgoing text, your charged for.

If you dont have a text messaging plan that you pay for, it will be 10cents for every outgoing and incoming message THAT YOU OPEN. If you dont open the message to read it, it doesnt cost you. but its 10 cents to send outgoing, yes.
