The black dots are probably from not shaving completely. Use lots of shaving cream, and exfoliate your skin before shaving to get rid of all the dead skin.

The red bumps are razor burn. There really is no way to prevent this on your pubic area. But to get it to go away, try using baby oil as soon as you get out of the shower & then apply baby powder to stop chaffing. Keep baby lotion on it at all times to keep the skin from flaking or peeling.

The black dots are probably where the hair is starting to push through the skin. With pubic hair especially (which is thinker and more coarse than leg hair), it is difficult to get a clean shave. If it bothers you, I suggest waxing. Waxing is normally very affordable to have done by a professional (you shouldn't wax your own pubic area - it can become a huge mess if not done correctly).

When the red bumps show up, it means you didnt get a close enough shave. Its usually some type of rash. I dont know if you've ever dry shaved your legs before (without water or shaving cream), it will be really sensitive to touch and have red dots/rashes appear. It's basically the same concept when shaving pubic hair. If you dont use enough shaving cream, and a super sharp razor they will appear. As for the black dots, they could be blackheads. Which, I'm not sure why you'd have them in your genital region, but I suppose its possible. I'm not sure other than that, what they would be, but I'd say look it up online just to be sure, and go from there.

As for the red dots though ; use lots of shaving cream next time and a super sharp razor, and make sure that you dont use the same razor that you shave your legs with!. There's no way to really get "rid" of them. Just wait it out and be more careful next time :)
