Just because he stared at you doesn't mean he likes you. Maybe he just thinks you are cute. I mean he can't like you until he talks to you. Seriously. If he likes you just after staring at you then he just wants you for your looks. So you should probably just talk to him and get to know him better and see how it goes from there.
