I think "best friends" happen on its own. But you can always see what happens. ASk her to come to your house to hang out, study, or dinner. If you become friends great. It is a good place to start.

if she remembers you start trying to talk to her again. bring up good times from when you were younger. dont seem to "clingy" and dont be anyoying. since she is in none of your classes you could stop and talk to her in the hallways or something. maybe even ask some one or her for her screen name so you could im her and then start talking. im sure you to will have an awsome friendship again.
-best of luck
