I do have a crate,
puppy has extremely high anxiety when I shut the crate..
throw a treat, give stuffy, and kong..
I do hate those pee pads

We have a wire kennel type crate that our pup can see through on all sides. She was an orphaned pup though and we have been using that crate since she was 4 weeks old so she only whines when she needs to go outside. She is spending more and more time supervised outside the crate now and never complains about going back in. Sounds like you have a frustrated pup, perhaps consulting with a person who specializes in dog behavior can evaluate your puppy and give you some tips. Otherwise since the puppy has high anxiety ask the vet about something to help with relaxation. The pet store sells something on that line that helps calm dogs. It might be worth checking in to. Small dogs seem to be harder to housebreak, but with patience, it will happen eventually. Best of luck.
