My boyfriends wants me to send him a picture of my pussy to his phone. I don't really want to. How can I tell him I'm not going to without making it seem like I don't love him?

This is what I think I would say if I was in your position, "Hey babe, I'm not exactly sure if I'm comfortable with sending you pictures of my pussy." I don't know how intimate you two are but if you are intimate with him perhaps you could invite him to see it in real life.
