photoshop vs. paint shop pro

ok so i have Paint Shop pro 9 and i was wondering if i can get parts of an image to be in black and white and others to be in color like in photoshop.

You can do it in both. I use paint shop, So thats what i would go with

Go to tutorials, and leave the sarch bar blank. In the dropdown list, find what u want, click submit.
