I don't know if you will be able to find this, but a great tinted moisturizer I use is Marcelle- available at most drug stores. It costs roughly $8, and is very natural. It comes in 3-4 shades, and also contains SPF 15, to protect from the sun.

I'm not sure if you would be interested in this but CVS carries maybelline's dream matte mousse. It's foundation but it's soft and easy to apply. I love it and I don't think it was over $8.

I don't know CVS as we don't have that shop in England. However, I just wanted to say that if you need to minimise redness, you need to look at buying a green tinted moisturizer, as green counteracts red. Applied with a dampened sponge should ensure even coverage.
If you go to the shop, there should be an assistant who could advise you of a good one in your price range.
Hope that helps and good luck.
