Just look on the sale racks because honestly 100 bucks won't get you anywhere and I know at AE a shirt on sale can be $9. So look around and I'm sure you'll find cute stuff in your price range.

Look online first, to see what you want and try to get mostly stuff on clearance, so you can get more stuff for $100. don't spend like $60 on a pair of jeans, it will be a waste. And when you try on clothes, only pick the ones that you absolutly love so you won't go over your budget

look online for clothes you want before you go so you can budget it. sometimes they both have the same shirt just different prices so check that. see what you really want and make a mental note to get that first and then get whatever looks cute. <3

if i was shopping where you were, i would just go to Hollister first and look around and see what you like, and make mental notes of them and their prices [ or even write them down ]. then, i'd go to american eagle and write down or mentally note all the stuff that i like there and their prices and then i take a look and see what i'm more willing to buy then other clothes and what i need more. and i also watch out for sales. now, i've seen american eagle have some nice sales, and since summers "over" and schools starting, they should have a bunch of back to school sales and stuff at all the stores, but i've never really seen a fantastic sale at hollister.

another thing you could do is since you've got 100, just split it down the middle. 50 goes towards hollister, and the rest towards american eagle. and like i said, make mental notes or write it down. if you only happen to spend like, 20 at american eagle and there's more you want at hollister, you can spend some more then.

i hope i helped.
