Because then yeah, it's sort of bad because he might be saying you're too emotional or something. But if he was just saying it in a goofy way like "Haha, you're so sappy. It's cute." He just might be joking around with you.
I think it's alright to be a little sappy, because lots of girls are real emotional anyways, but I see why it's also considered kind of mean and all.

If he said it in a cute, you're so goofy/silly way, then it's not bad.
