Just tell her that you really want to see her and if she dosen't do anything about it then go to her work and ask her if she wants to hang out.

Well hello,
she is your sister,
tell her how you feel.
If you miss her, let her know.
She will be happy to know she is missed
and that she's loved,
and if she lives pretty close,
then she probably wont have a problem
coming to hang out.
