Tight jeans with no pockets. No big pockets. Basically anything tight will help. Avoid long pockets and baggy pants, especially sweatpants, and do squats.

Well, the lower the back pocket on the jeans, the smaller your butt will look. So wearing jeans with pockets on the middle of your butt will make them look bigger compared to pockets that go down to the start of your thigh (like some of American Eagle jeans).
Also, darker shades of jeans are supposed to make your butt look bigger.
