I told this dude who lives in another state i liked him I also told him that I knew he probly wouldnt have tha same feelings for me & that i was ok with that but that i still wanted to be his friend & that after he read my email for him to call me. and he never did & he's been online as the same time as me but i just never IMed him.Do u think i should IM him to see if he would still wanna be friends even though he didnt call me after the email
do you know why he hasnt called and why he wouldn't IM me?

Perhaps he forgot to call you, but most likely not.
I'd IM him to make sure, but if he seems to avoid you I'd say that's a clear indication that he doens't want to be friends.
