You didn't mention if you are circumsized or not, that information is important, but I will tell you about both things here anyway.

If you are not circumsized this condition is typically called phimosis. It is because the foreskin has become adheared or (attached) to the glans.

If you are circumsized this can be caused from adhesions, meaning two raw edges (the foreskin and the glans) grew together.

Typically both of these conditions can be caused from lack of hygiene. The foreskin should be retracted and cleansed daily. Sometimes it occurs in infancy because parents don't know that this should be done. Other causes are due to type 2 diabetes in adulthood, but don't panic, it's not likely that is what it is from. I am just giving an example here.

The adheared foreskin will only extend so far with an erection and could quite possibly affect the appearance of the size. The potential for full length is there, but is restricted by the foreskin.

The best advice is to see a urologist and he can explain what can be done. He may suggest a circumcision or repeat circ...which ever. This can be done under anesthesia, but there will be some pain during recovery which can be treated with medication. You need to weigh the benefits and risks with the Dr.

Maybe your not circumsized? (Something that was done or not done at birth) Go here to see what I'm talking about: *WARNING-SEXUAL CONTENT*

(PIC #2 is un-circumsized. If this is what your talking about then it is quite normal and you can have a minor surgical procedure the nip the forskin off if that's what you want.

If your foreskin has not opened to allow the head of the penis you must see a doctor. That is a problem, and only a doctor can help you.

There is no good way to enlarge your penis. Anyone that says they can enlarge your penis is lying to you.
