ok so im getting a phone but i dont know like where to start i want one that like i can call people and text but i odnt want a bill everymonth and i really want a razor HELLPPP links anything

If you don't want a bill, get a Pay As you Go. Or a Prepaid. Pretty much the same thing. There is only 1 kind of prepaid Razr. Its at Wal-Mart. However, I did find the link to it;
(These are online only by the way, you CAN NOT get a prepaid Razr in stores ANYWHERE)

They are both with different prepaid compainies. The cheapest company, is the Pink one, it is with Cingular Go Phone. And the Silver one is with Verizon.

Pretty much, you just buy a minute card, and you can talk until you use up all your minutes, then you buy another card. Texting is not free, so you have to make sure you have enough minutes or money in your account to be able to text and talk.

...you can call someone on any phone. That's their primary purpose.

Text is also standard nowadays, but it can be turned off.

If you don't want a bill, then don't get a phone. There is a small chance that you can work something out with your service carrier (Verizon...). RAZR is a popular phone carried at many fine retailers.
