well depends what they enjoy.. have a surprise party somewhere they love and invite tons of there close friends and family and make it one of them never forgettful parties that r tons of fun

you let the birthday girl come over to your house on her birthday(a day before it pretend you dont even KNOW its her birthday)then when she comes over have all your freinds there with the presents and decorate the house and make her a cake too and when she comes in shell be surpriesd then take her out to the movies or something and PAY for her ticket and dinner....dont let her pay for anything

family member:
Make a huge banner that says happy birthday and hang it up in their room while they are sleeping.
Both:
Send flowers or candy to them. Put balloons in their car(if they are old enough to have a car)
Make a big basket of all the things they love and decorate with ribbons.
Take them out to do their favorite thing, your treat.
