I never shave down there as it's a very delicate area, what you are describing is shaving rash, it can happen on your legs too.
Instead, use hair removing cream for the "bikini area", it will say it on the box, it's painless and leaves you smooth, if you can, buy one that comes with a smoothing cream too for after x

well the bumps are ingrown hairs and if you don't shave and take care right then you will get them everytime. so this is what you need to do.
1. when you shave use a newer razor that is sharp
2. when you shave be sure you get it all off.
3. after you shave, use body wash or soap and
wash where you shaved. this will prevent the
bumps.
4. after all these, then be sure to dry off well.

Thats called razor burn. its caused by hair that is pushed back into the folicle. (everyone who shaves "down there" gets it so don`t feel like its just you. it happens to all of us, unfortunatly)so heres how to avoid it.

scrub it : before you shave scrub your bikini line area with an anti bacterial soap. this will reduce the amount of bacteria on your skin.

scrub again: once you've finished shaving, rinse off the shaving foam or gel, scrub again with anti bacterial soap. This will remove any more bacteria left after you shave. pat yourself dry with a towel.

IF YOU STILL DEVELOP A RASH TRY THIS.
If, despite using the correct technique, you develop a bumpy rash, use the antibacterial soap to thoroughly wash the area twice a day.
After you wash, dab an over-the-counter astringent such as Phisoderm.
Pick up an over-the-counter hydrocortisone preparation such as Cortaid and smooth it over the affected area according to package directions (this soothes the irritation and helps it heal)

hope i helped (:

-u shouldnt shave your area with a razer
-you should like buy a cream that removes hair from that area.
-you can buy it at walgreens its near the lotion section.
-with the cream it doesnt hurt like razers
-you put the cream on the area like shaving cream then you wait like 4 min. and get a wet rag and wipe the cream off

-hope i help
