my budgie has its neck side ways all the time and lookin at the ceilin can youe help me plz dunno what to do

It needs to see a vet as soon as possible.
Has it been doing this for long? Are there any other symptoms?
It could be anything from a stroke, stargazing, (most often found in finches but has been known to occur in other species), malformation, injury or a dietary deficiency to a viral or bacterial infection.
There is no way of knowing for sure without a thorough medical examination.
I'm sorry I cannot be of more help, but your budgie does need to be seen by a bird vet to have this problem correctly diagnosed. Good luck.
