why is it not alowed why is saying "I rate 5's!" or "I rate high!" not allowed? it encourages people to answer the question, so why would your question get deleted?

Saying you rate 5s encourages people to reply with an answer, yes, but it also encourages people to reply with ANY answer for an easy high score. It's kind-of a two-way street.
You say:
I have this super duper important question and I'm asking Advicenators for a good answer. I'll rate everyone who answers a really high score!
They say:
Quick, dumb answer to receive high score.
Then, if you catch on that they don't really try to answer your question and are just posting nonsense so you'll rate them "high" you might decide to give them a lower rating (much deserved). They file an abuse report to complain about a low rating after you said you'd rate them well. You file an abuse report to complain that they are practically spamming your questions. It's twice as much work for moderators to deal with then, and SOMEBODY isn't going to be pleased when the decision is made.
So, basically, you're just creating unnecessary drama by not following the simple rule! :) ]
