You should never go 3 shades lighter than your natural hair color so i think a lighter brown and or a chesnut color would be nice. I use garnier and it stays in for a long time! It does fade over time but if you keep re doing it it should be fine. Its only like 7 or 8 dollars so try it! Tell your mom that you'll pay for it or if she hears the price she might say ooh thats cheap enough! Tell her you want to do something different with your hair even if you have to do it yourself. I did and it came out fine! Its really easy just read the instructions on the box. good luck

L'Oreal offer a relatively inexpensive line of chustnut colours, but if this is your first time using dye, I'd suggest you try a salon treatment. They'll find the best colour for you, and you can match that on your second go.
I doubt it's the money that worries your mom, as much as it is the "My little girl is growing up" reality check. Have a chat with her about it, and ask what her worries are. Chances are she'll be more receptive to the idea if you reinforce it in a logical way.
