Guide their hands to the right places and show them what feels good. If it's a girl then she usually knows what to do but guys aren't geniuses, they haven't got a vagina, they're not going to know where to go and what to do.
I've never been fingered while I've been in a relationship, but I don't think there's a set time when you should do it. It all depends on the relationship and how comfortable you are with each other. You might find that you're happy to do it a few weeks in, but you might find that it's months before it happens.
