They're different for everyone.
Usually it's something like:
1st-kissing
2nd-making out
3rd- hand job/oral/something in that vicinity
home-intercourse
But I'm weird, so for me it's like:
1st-looking at each other
2nd-talking to each other
3rd-holding hands
home-hugging
...But I'm weird. I think most people would go by the first example.

1st base-making out
2nd base- With the hands (felt up, fingering, handjob)
3rd base- Oral sex

second base- making out & touching
third base- anything but real sex (oral etc)
