There are some people who believe they can cast protective circles around themselves. If they truly believe in that, then it's probably true, for them. The power of the human mind is amazing. Do you know that we only use ten percent of our brains? Imagine what we could accomplish if we used ALL of it! There are people in the world who have cured themselves of deadly diseases just by willing it!
I believe that every thing in the world has some psychic or magic power. Some people are more in tune to their magic than others, but we all have it. However, it's not like fairy tale magic. Nobody can turn another person into a frog, that's just ridiculous. If that's the kind of spell you're looking for, you're setting yourself up for failure. Mostly, you'll find out how to cast a protective circle. I also think you should learn meditation--it's not defined as witchcraft, but I do think that it has some 'magical' quality. You can also get into tarot cards or oracle cards. Most people suggest Rider-Waite Tarot, but choose a deck that calls to you. I'm partial to the Goddess Oracle Cards by Doreen Virtue. (Note: Oracle cards and tarot cards are not exactly the same thing.)
Anything works if you have faith in it.
Be warned! Whenever you get into something like this, you will seek out other people with the same interests. These people could be dangerous, and try to get you involved in a cult. This is true for anything religious--and yes, magic IS tied to a religion. It's called Paganism.

Magic, or Magick (however you preffer to spell it) does exist, but not in the form that you are probably thinking. Harry Potter, Sabrina the Teenage Witch, Charmed, and the rest are all fiction, but with some reality wound into it.
A person who believes that they can manipulate the "forces of magic" are being taken for quite a ride, as they are actually the ones being manipulated. A common myth is that of "white magic." Whether used with good or bad intent, all "magic" is evil by origin and cannot be used for good in ANY way. This is my belief, but in using magic, a person brings suffering upon others and upon himself. In the end, the person casting the spell is a lot worse off than the target.
I would HIGHLY recommend not to dabble in this, as you're dealing with a power far beyond anything most people can understand. I don't understand it. But I've studied the affects and causes of magic, though only from the viewpoints of a Catholic exorcist and have not looked much deeper than that. Why? Because it scared me shitless.
If you would like some books that will actually give you an explanation of real magic, then I would recommend books by Fr. Gabriele Amorth, who was once the head exorcist of Rome.
Please be careful, I don't know what your reasons are for looking into this, but this isn't just a hobbie or something like building model airplanes. There is some scientific evidence that is gaining popularity and some repute, that suggests prayer and other ritualized expressions of human intention can actually affect the physical world. But I'd say the jury is still out on that one.
Most wiccans and pagans whose religion and faith includes 'spells' will describe them as merely another form of praying. In serious circles books like "Love Spells for the Teenage Witch" are openly mocked as moronic and ridiculous. As it was explained to me once by a friend of mine: Spellcasting is not about making things float, getting even with people, making it rain or making people fall in love with you. It isn't to make the impossible happen, it is to make you more aware of what you can do yourself.
So do spells work? In a word, no. In a sense, maybe. But they are fundamentally a matter of faith. Like prayer, if you believe in it, no evidence to the contrary will prove it false to you.
