hey, okay this maybe confusing but i try to keep it short....
there is this girl i went out with and we did a lot of stuff, and we broke up actually took a break but after a month we still not back together, iknow i have to get bac ktogether becasue we both like eachother,
anywho thiere is this guy who is her friend who is always flirting with her, i dont konw how to overcome it
but i just cry
how should i deal with him?

The best thing would to be honest with her and tell her how you feel. If she wants to be with you she will - if she wants to be with the guy then so be it. They may just be good friends and you don't want to dictate to her who she should be friends with. I wish you all the best.

You don't deal with him you deal with her.
Go tell her you want to be boyfriend/ girlfriend again. Then, should this other guy keep up the flirting, you politely tell him to please stop flirting with your girl.
Even if he doesn't stop, if she is dating you it is you she likes and not him. So he is just wasting his time. Ignore him. :)
