why do cows have spots?

Same reason that tigers have stripes, I suppose.

I once saw some cows that were all black, except for one white stripe in the middle. Like Oreos. So I think it's only a certain breed that has spots, the same way that humans have different skin colors.

Actually not All cows have spots. The ones who do...well it is just a genetic thing. I would guess if you breed a white cow with a black one you will get a cow who is black and white.
