how do you make your own fixed layouts? is there a program?

Well i have a piczo site, and once when i was on piczo pros, I went on back grounds then went on fixed backgrounds, and one of the selections on their is make your own fixed backgrounds. It will tell you how and everything. I would give u a link but it doesnt have one since it on piczo pros sry. hope this helps a bit...:)
