A woman can shave or not, completely depending on her preferences. Having a lot of pubic hair could get in the way of oral sex, particularly if your partner isn't very clear about what they are doing.
Essentially, the part of your vagina that will be stimulated by oral sex has no hair anyway - the outside hair makes no genuine difference either way. If your hair is particularly long, you might feel more comfortable with trimming a bit of hair.
